I think that Genghis Khan probably also a brilliant leader, in which he used reputation to get control of China. Whilst we are only reminded of his atrocities, you need to understand the era he was dealing with. The first city he conquered and butchered every one save for a hand full off survivors, in which he sent ahead of him to warn other cities. By the time he had arrived, they were only eager to surrender. S effectively he conquered using his reputation. But what was also clever of him was that he maintained the governing system in place, and simply had a few of his own men in strategic places to ensure the taxes were paid to him. He finally joined China as one large state, which opened a safe gate way to trade with Europe.
