It really depends on who your target market is.It also depends on the product and/or service you offering. You also need to decide if you want to place an advert in a national newpaper or a local newspaper, whether you want a daily advert, weekly or monthly advert. What products/services are you offering selling?
Somehow as a consumer, I would find it difficult to buy shoes from an advert. For me, I have to touch the shoes, put them on, and fall in love with them to purchase them. Looking at a picture on an advert, is not going to cut it.
Unless you have plans to try and get local shoe shops to purchase them and place them into to stock.
There are a number and I think you will have to search on the internet for South African Newspapers. Here is a list to start

I agree with Justloadit. Most people do want to try the shoe on to see how it fits. If your target market are wholesalers though, you can try "wealth Wise magazine.' Might I suggest that you attempt to find a reputable distributor in South Africa to either sell the shoes directly to the final consumer or to sell to wholesalers and other in the chain of distribution. I wish you every success with your business in South Africa!
Careful in advertising with general media. You will likely have a lot of waste circulation. For example:
Your target market might be women between the ages of 20-35 and that specific group are not the only ones buying the paper or magazine.
And if only 10% of your market buys the magazine (or what have you) you've spent 90% of your money showing your ad to people who can't
buy what you sell. (90% of the budget will get zero return from the get go, not good)
Watch out for 'the obvious mistakes' - not to advertise nationally when you are regionally, not to buy a big ad when you can test and validate
a small one first, not to start with new marketing campaigns when you can revive old ones that worked in the past etc.
