There's mixed views on whether a transformer should be mounted and there's good reasons for the arguments on both sides. I would decide on a case by case basis. If there's insulation material above the ceiling then I would mount them securely. Electronic transformers often produce less heat but they require good ventilation regardless.
It is regulations that an earth bar be installed for use by other services and you would normally provide the earth for the TV antenna from there.
