I know we were/are importing. Is the cement shortage that bad?

I gather that Holcim, LaFarge and PPC are all importing, and selling at a price which yields little to no profit. PPC have a new plant close to coming on stream, but not yet. Cement is not a product that stores easily so it is difficult to stockpile. The cement people simply never anticipated the extent of the building boom. Too late now to invest in cement producers - future profits have all been pretty-well discounted. PPC is the jewell in Barloworld's crown.
This probably isn't the thread to discuss this in, but Graeme what is your background? You seem to have a good insight into economics (judging by a couple of posts you've made)
