Sans 10142 -1 tells you what MUST be on earth leakage.

    Ie. Reg 6.15 socket outlets.

Reg 6.16.2.1 geysers and water heaters.

Reg 6.16.1.3 light circuits if there are ceiling fans without isolators.

If there are no ceiling fans or heaters on a lighting circuit, it does not need to be on earth leakage.

Did you buy the book or electronic version?

If you have the elctronic version, go to search type in earth leakage and scroll down until you find the parts relevant to the question.

If you bought the book then start on page 174, 6.14.1.4, then use the referecnes to other parts of the code.
Comments are my opinion, unless regulations are attached to support the comment. This is social media, not a court room.
