Ceiling fans, isolators and earth leakage units

We all know that a ceiling fan must have an isolator or be connected to an earth leakage unit as per the regs.

I ask you this question, if I am doing a test report for a property and I see the ceiling fans are old would the isolator/ELU still apply, considering this rule only came out a couple of years ago.

My house would be a good example, I have lived in it for 14 years and the fans were here when I purchased the house.
