What accounting system

I'm a one man electrical contracting business. My needs are mobility, VAT management, some stock control and easy bank recons.
Sage (and which package) or Quickbooks (again which package?)

Sage Pastel Xpress, single-user package would be a good fit for you.

Looking at Quickbooks Online pricing, the fly in your ointment is "some stock control," which effectively doubles the cost - but comes with a whole pile of additional features (which you might not need or use).
So if you need stock control, then Quickbooks Plus is what you will need.
