    Electrical certificate of Compliance where there is no supply from municipality

    Hi all, there's a project where they are building low cost houses but there is no electrical network or no supply to to the houses, can one issue a COC for the houses?

    Hi

    In theory you cannot issue a coc for work that does not have power as you will not be able to carry out all the tests .Any COC with generator is only valid with that generator connected , the minute a different generator is connected your power source has changed and you need to retest.

    Being a government type project - In practice you need to do a coc with generator power so that you can submit with your invoice and get paid. Also make sure that you have a witness from the builder or client that signs off that all the electrical was working. I am assuming they have a practical completion at some stage on a block of houses. State on the COC the make and serial number of the generator to prevent problems later
    If you have a witness then at least later if everything is stolen they cannot turn around and say that they never saw it operational and then try and force you to redo at your own cost.
    The generator may be able to be claimed as a separate cost depending on the contract data and information at tender stage .

    We went through a similar situation at a service center for a municipality - Tested with generator , got consultants out there at night to ensure that everybody witness the exterior lighting was operational around the building etc.
    Years later when they finally got power to site there was not a wire left and they had to pay to have it redone

    Use the COC to cover yourself
