Scratching around, it seems the BCEA requirement applies to a child under the age of 18.
So in the case of a minor, it's clear cut.
Obviously some employers may voluntarily take a more sympathetic approach, but I suggest it's hard to claim "responsibility" without there being clear "dependency".
