I suppose it would as long as it's permanent and legible. I'm sure you can do better than a marker pen though, most electrical wholesalers will sell you a packet of individual pre-printed labels for DB's for a couple of bucks.

i wouldnt pass a CoC if a marker pen is used as a label. rather buy the loose labels
On the CoC itself there's a part of the inspection section that requires you check that '.......distribution boards are correctly and permanently marked or labelled'
The regs state;
6.6.1.20 Unless obvious, permanent labelling shall identify all incoming
and outgoing circuits of the distribution board.
4.5 Notices, labels and rating plates
Any notices, labels or rating plates that are required in terms of this part
of SANS 10142 (SABS 0142) shall be durable and not removable except
by determined and deliberate action. The inscriptions shall be legible and
indelible.
It's interesting that in the SANS61241 regs all references to labels have the word 'fitted' used in conjunction. For example;
11.3 Pressurized enclosures protected by static pressurization
A warning label (or labels) shall be fitted with the following wording.
The word 'fitted' would mean that the label would have to be a separate tangible item so in this case I'd say that using a coakie/marker pen would not be acceptable.
In the case of the domestic regs for Coc purposes, I'd be inclined to allow labling to be in marker pen but only as long as it was permanent and at least as legible as a printed label.
