I have no industry knowledge, but my common sense tells me that printed newspapers are dying out. Do it online maybe.

I would suggest starting up your own blog/magazine instead. Lower startup costs and less stress. You work in your own time and at your own pace. Of course with any new business venture, you have to treat it like a proper job.
With the growth of online worldwide, why limit yourself to print? You can take your idea and make it a successful online newspaper thereby reaching a worldwide audience instead of a local printed newspaper.
