I really liked this quote, and what it potentially shows about Gordon Brown's leadership,

“We must expose the contrast between great objectives to tackle global poverty and honour human dignity and the evils of terrorists who would bomb and maim people ... indifferent to the very existence of human life.”

Defeating terrorists (and probably on the local front, criminals) does not come from an ideological battle against terror, but from demonstrating the negative effect their actions have on human dignity.
