The letter itself is just a notification, I think. It doesn't actually activate the changes in the employee details.
And yes, at times the notifications do take ages to open. My suggestion would be to try well outside of normal working hours. I find SARS's servers far more responsive outside of working hours.
But the other thing you can do is return to the list of employees. If the Bulk IT Reg button is showing, click it to see the registration status of the employees, and see if anything has changed. (When the Bulk IT Reg button isn't showing, the list shows the registration status anyway).
