I think it would depend on what you want to achieve by using social media or a forum.
forums are proven to be effective when trying to find solutions to various problems or trying to get peoples opinions on certain subjects.
social media on the other hand seems to be useful with trying to reach many people as possible, it also seem to be considered more when marketing a product, service, event, etc.
The forum interface (most of them, anyhow) is designed to organize and save everything in its relevant categories. Search functions are easily used. Threads created on a healthy forum can be viable for months, and sometimes even years. When you share valuable information on a forum site, you’ll be helping far more people than you’ll ever know. it also has less social boundaries, you do not have to add a friend, there is less privacy settings and it seems much simpler and less drama sometimes.
On a forum, everyone can see what everyone else has posted. This requires a different level of understanding and a different approach than on a social media.
most people would turn to forums for unbiased, less dramatic responses and the quality of discussions seem better than using social media.
