Precisely. Hence their reluctance to discipline Angie Motsheka when she failed on more than one occasion to deliver text books. She was only following orders to delay the delivery as long as possible and then blame it on suppliers. Text books had in fact been found piled up and hidden long after the suppliers had actually delivered the books in some areas, for onward distribution. It's sort of off the topic but I'm just emphasizing what Dave S posted......
