To be honest, if you've already replaced all those parts there's nothing else I could suggest and in the long run it will be cheaper to get an electrician in. Usually with the correct test equipment it will take less than 15 minutes to to do some quick tests and say for definate where the fault is.
Thanks for your response, luckily the issue has now been sorted, there was a burst pipe underground it was no visible as it was covered by concrete slab, due to the pipe leak the water was forever flowing out the geyser.
