Is this Vatable

hi all

I want to find out if the following is Vatable.
My company is planning to host a Yoga retreat for 2 weeks (at a price of say R5000 per person) which they advertised online and we are VAT vendors.
My question is. Is there VAT on the following invoices which we need to raise.
On the locals (South Africans) R5000 and on the foreigners (people from abroad) R5000??

If the service is provided within RSA, whether to a resident or non-resident, you have to charge VAT at 14%.

Zero-rated VAT only applies if goods are supplied to a foreigner and you have proof that the goods were in fact taken out of the country or if you render your service abroad or if goods categorised as zero-rated are sold e.g. brown bread, fruit and veg etc.
