[Question] alcohol imports - tax calculations - please help

I am hoping that you can help me with some information as I don't seem to be getting any help from the authorities.

I am looking to import and distrubute alohol from the U.S. I am currently working through the feasability, but cannot find any information to caululate all the import/excise and landing costs. I am hoping that some one will be able to assist. I'm pretty sure the H.S Code is 2206.00.87, but from the documents i've sorced, I cannot determine whether the caluclation is on % of value, per litre imported or both.

From EU and SADC it is x cents per litre. From other regions it is % of invoiced value. That is unless it has changed since 2010, but I doubt it.
