Development of HR policies

I have been contacted by a company that wants me to develop its HR policies from scratch and ensure that they comply with all labour legislation requirements. I am battling with how much should I charge them for such a project. Your assistance will be appreciated.

Perhaps a few things to consider:
How busy are you at the moment ?
How long will it take ?
How qualified are you to develop these policies ?
How much would you/do you like to earn on a daily basis ?
Perhaps if you answered these few questions you will get an indication of how long it will take and how much to charge.

I do have the skills necessary to develop the policies, however I have never done the work as an independent consultant before, which is why I am not sure on what to charge. The company wants the project to be completed in 12 months time. I can really use some help and guidance because I don't want to overcharge or undercharge.
