    Question.

What exactly do the words "Legal Practitioner" refer to?

It means anyone who represents you legally. But it is usually associated with a lawyer.

A legal practioner is an admitted attorney. A candidate legal practitioner is a candidate attorney. There is allowance for a paralegal practitioner.

In essence there is probably nothing stopping a person using this phrase although it could be construed as misrepresentation. There is a new draft bill
"first draft of the Legal Practice Bill" which is aimed at makning the phrase very specific.
