How does one issue a tender?

Apologies if this is a dumb question, but I have zero experience with tenders!

    My question is this:

I am a trustee of a sectional title body corporate.
We have been planning an installation of water meters in an apartment block for some time.
Everything is ready,we just need some quotes.
How does one go about issuing a tender, that will reach a wide audience of quality installers, with the necessary expertise, and competitive pricing?
The installation is tricky,so we would like as much consultation and pre-tender meetings as possible.

Any advice to a total tender noobie would be much appreciated!

A wide audience + Tender = crappy workmanship.

Rather select 3 plumbers that are known for good quality work and let them price the job. Ensure that you have chosen the water meter that you want and specify it - There are different qualities out there.

With that said , I would have thought that as a body corporate you already utilize the services of a plumber for odd jobs and that it would be better to negotiate a figure with him.

Agreed. Tenders are issued by Govt and prices cut to the bone (to the suppliers - not including the brown envelope). That is why all govt departments are falling apart because of shoddy work and corruption.

Cheapest is not best. The most expensive is also not desirable. Rather enquire about quality workmanship in your community. In the long run, the 1 0r 2 grand saved will come back to bite you!
