[Question] Change of Public Officer

I am a member of a CC with 3 other members , each holding 25% .75% wish to change the Public Officer . How do we go about this?
Can we do it by majority vote of a meeting ?
All the members are spread out in different continents , so very difficult to call a meeting suitable for everyone ;is it possible to have an "electronic" meeting ? i.e. over the internet ?
Can we do legal voting over the internet to pass a resolution to change the Public Officer ?
We wish to avoid legal complications and getting lawyers involved.
I don't think there was a founding statement , if so where would I find it ?

Is the member against the change the current Public Officer by any chance?

At this stage he isn't aware that we want to change it and there is a possibility he would not agree .

He is the registered officer , but the CC has been 'dormant ' so he hasn't done very much.
