Exchanging money from Paypal to Alertpay - Wanting to move 10$

Does any one know where I can exchange money from paypal to alert pay. I am looking for a electronic transfer service. I know you can exchange person to person, though the word exchange should never be used.

Apperantly, it is agains paypal's TOS to exchange to any other e-currency.

Does anybody have 10$ Alertpay that they whould like to Xchange for 10$ Paypal.

It seems as that it is increasingly difficult to use online pay systems. A friend of mine was complaining that he couldn’t move his money from paypal at all.
