Is that law, just red tape or so they can arrange a robbery?

What happens after I bought it? Must I keep record of whom I sold it to? May I sell it to anyone, or even give as a gift? I actually plan to give it to my son as a wedding gift.

I was referring to when one purchases gold from any institution, that the ID document is required for their records.
