I need to develop a tracking spreadshet for (18 employees) that will calculate accruing annual leave based on the following:
Employees are entittled 1 hour leave for every 16.4 hours worked ( 12 months cycle)

I need to be able to deduct annual leave used. Need suggestion for layout , formula etc

Seems you and I are thinking along similar lines...

6. I give 1.5 days per month (easier to manage) so got a spreadsheet with a "leave days due" column, minus "leave taken" column, equals "leave remaining" column...so leave remaining = (leave days due - leave taken) + 1.5......and pay someone to do the payroll
