Hi there everyone
What are the regulations to the following that I have discovered at while doing an inspection at a Town House complex in Johanneburg, to me this just seems wrong.

First, There are two meter boxes, supply comes in through Circuit Breaker to feed the meter box and then goes out through another breaker to feed the last meter box +-25 meters away, Thing is, whoever wired this up is using 1 conductor from a 25mm cable for the red phase and then a 16mm cable with red/black and white/blue combined as the white and blue phases respectively. Secondly, a lot of the units have a "supplied earth" from the meter box which is a 2.5mm flattex cable with all cores combined. Photo attached as well.

Does this seem a little dodgy or is it just me?
Thanks in advance
