What do they do with older cars which were never data dotted?

If, for whatever reason, you need a police clearance, you have to get it Data Dot-ted first nowadays.
If you don't need a police clearance, there is no issue.

At least that's the way it is in KZN nowadays.

Maybe it's different in Gauteng. Or maybe those who suggest otherwise haven't had to deal with this particular challenge lately...

If you contact the AA with registration and VIN NUmber, they can usually clear it for you - and often even tell you if it has been in an accident.
