I uninstalled pervasive and re-installed it as a workgroup
I then re-registered pastel
This corrected the issue with the user license ie it reflected 1 + 9 which is correct
It did not change the error 20 staff were getting when logging in through terminal server - so I contacted sage help, paid the R950 hourly rate and they tweaked windows 10 settings and other "hidden" pastel settings and presto it worked
Thanks for responding and had I not been impatient with staff breathing down my neck I would have taken a slower route
