That is no balancing tool at all. Business regards lockout as an absolute last resort (to be used to protect the business from striking workers, normally) and not a negotiating tool. You are also suggesting that the very mechanism labour so willingly uses against business is equally effective in curbing labour's actions.
Quite clearly one does not balance out the other at all. It's like taking the stick you beat us with, handing it over and saying "go ahead - beat yourself!"
