Maybe I am not reading it right, I dont see why you would require a fuse on each lamp holder, "a" fuse would be required in case a standard lamp was inserted in either lamp holder.

I went with the white fuse with the red wire.

Worse case scenario a a 25 Watt LED lamp x 2 = 50 watts/ 230 VAC = 0.2 amps. A 0.5 amp fuse should do the trick. Not sure if the crap PF of some lamps, as low as 0,5 and inrush would affect the fuse.

By the way now I am curious to know what would happen if I install a standard lamp into a 230 VAC lamp holder without a ballast and starter. I have seen a lamp explode, so I am not going to be that foolish to try it. Would it blow a fuse?
