This is something new ... a 5 amp plug top connected to a 3 m piece of 3 core cabtyre ... which back in the day would be connected to a connector block inside the light fitting (the 1200x 600 or 600x600 panel light) ... however in this day and age there is a new standard it seems. the panel lights are thin with no space for a connector so it is done externally.

You get the 5 amp plug top connected to an exposed connector block ... which has a twin cable from the connector block to the driver for the light .. .which is soldered to a PCB with a cable support and clip in cover.

I come across this often with aircons ... the cable is too short to reach the plug so they just fit a connector block and extend the wire to the plug ... I have also seem the results of this practise ... a flat granny flat burnt to the ground.

The question is it legal ... because it is on the plug cable ... not part of the electrical installation ?
