    Fuel supplies.

Now might be the time to investigate gathering up as many lithium polymer batteries as you can and try building some simple electric vehicles. There should be unbroken solar panels around some place that you can charge from. Gather them up and build some charging stations in the safest arias you can. An electric vehicles batteries can also supply light at night and other basic electrical conveniences. Make it very simple. It might just be a three wheeled truck but it's something and under the circumstances that's a lot.

...burning your entire house down in the process because the man in the street is clueless about the proper usage of said devices!

From what I'm seeing here that's the least likely thing to burn your house down. Be that as it may, you have to help each other. If you're not working in groups and organizing it might be a good time to start doing that as well. I'm not suggesting that an average person with no knowledge of electricity try something like this, obviously they can't. You need to organize. People with expertise should be doing this, others should be helping, if any of those helping show some promise then they can be taught to do a little more.

What you are saying seems like a good idea but I doubt it’s feasible. Solar panels are cost effective but with the increasing number of electric vehicles, it is difficult to charge them with solar power. A vehicle can only run 3 miles with solar power. Given that you also want the vehicle to provide light at night, I am not sure how it is going to work that way.
