    Earth needed ?

Sitting here looking at another expensive cheap fitting and wondering if it is ok. Piece of flex cable 2core with metal dome at the top to cover connections. Earth from metal dome to block connector where you connect in coming cable. Plastic lamp holder with plastic “sleeve nut” where cable passes to holder connections. But then there is a metal lamp shade over all of this that is not earthed. Is it exempted from having a earth because all the parts that can come in contact with the cables is plastic ? Reason for asking is that all of them has melted the holders inside due to 60w incandescent lamps being used and the fitting is only rated for 40w and I need to see if I can fix them for the customer as he cant get replacements. I have also installed led lamps in all the rest to stop them melting/burning.

Update after ripping pendant to pieces. I was wrong it only has like a plastic clamp on the “nut sleeve” the actual piece connected to the shade and the lamp holder is metal. So it needs to be earthed if I am right ? Joy o joy. So not only do I have to see how to change the 3 I have but also the other ones in the installation. I then also have to explain why the “perfectly good” fittings bought off a shop shelf are not safe or legal and needs to be repaired or replaced. All of them Bright Star products which I have used before and that used to be decent enough for the price you payed.

Are they labeled as ClassII fittings or do they have the symbol on them?
