    Electric shock during loadshedding

We recently had an incident where my wife got quite a shock after touching the gutter down-pipe.
This happened while we were in load-shedding ??
The only things that we had running were the alarm system and the electric fence, my assumption is that it had to have something to do with the electric fence to cause such a shock, but can't see any contact point to the roof / guttering to cause this.
It is clear that the gutters need to be bonded, but any ideas how to isolate the cause of the charge?

The earthing from the electric fence has to be a minimum distance from the earthing of the house which would also include the bonding of the gutters.
It's possible that the earthing is closer than allowed and the earth's are interfering with each other.

thanks Leecatt, the gutters need to be bonded no question, the fence is earthed on the other side of the garden nearly 24 m away from the DB
