Has anyone ever had the issue of missing information to submit actual earnings to the department of labour? We have a client that has outstanding returns since 2002 with only SARS information and only payroll information since 2018,

How does one submit then? We cannot submit 2019 since there is older outstanding returns, has anyone experienced this issue before? I saw one can obtain amnesty for the past 4 years, but this is almost 16 years missing information. The information is unobtainable and I do not want to submit 0 returns or averages will be incorrect,

Has anyone experienced this issue and how do you resolve it?
