I think no. It seems that it was from one of betting companies
My quick research indicates that online gambling remains illegal in South Africa. The latest and most "independent" source is an IOL article here.
I'd link to other sources, but they all seem to be affiliate promotion sites (pointing to sites that they say accept online players from South Africa anyway )
And when you see the affiliate promo sites acknowledging it is still illegal in 2018, I think we can take that as pretty close to the real situation.
Some TFSA history on the topic -
Online Gambling (discussion in 2008)
Online Gambling IS Illegal (discussion in 2010).
You weren't trying to drop a link to an online casino by any chance in that first post of yours, were you?

South Africa is one of the biggest than most prosperous countries in Africa and a popular destination for investors. Its large and financially potent market makes it attractive to the top online sports gambling operators, who are interested in catering to local players. Unfortunately, in the absence of a legal framework that would allow international casinos, bookmakers and poker rooms to operate legally, they are reluctant to open shop.
