Mains feed to 80 year old apartment block - sufficient to install 82 geysers?

Background: The building is Chelsea Court on the Durban Esplanade. It was built in 1937, and originally had a coal fired boiler to supply hot water to 82 units.
The boiler was upgraded to a heat pump about 25 years ago, but the units were not metered, and supplying 'free' hot water was very expensive, so prepaid hot water meters were installed a few years ago.
The body corporate is considering changing to individual geysers, as the current setup is not ideal, one reason being that many residents do not buy prepaid hot water, and the heat pump is underutilized.

Question: There is some doubt as to whether the mains feed to the building has the capacity to take the load for 82 geysers, and we have asked Ethekwini municipality to advise.

    Their reply was:

As discussed this morning, the responsibility lies with you as the customer to consult with a registered electrical contractor to determine the load that shall be required for 82 geysers, taking into account the existing boiler system being made redundant. This exercise shall then give you an indication whether your existing incoming electrical supply is adequate or needs to be increased.
We suggest you contact the ECA (Electrical Contractors Association) who are most suited and capable of recommending a contractor to you. The ECA may be contacted on 031-3126313, callcentre 087 944 4555, fax 031-3120851.

I have an engineering background, but light current, my feeling is that we need a professional engineer with experience of electrical design for residential buildings. Is the ECA the best way to find such a person?

Any comments or advice from forum members would be highly appreciated!

    Regards,

    Adrian Solomon
