I don't see employment agencies being hit that hard. It's advertisers that could lose some business.
The concept (apparently) was inspired by the Employment Training Agency system of China. Along with the listing goes contact details. So arguably you could insert the contact details of an employment agency to deal with the flood.
Done correctly, I can see plenty of upsides to this. But there's that catch - done correctly. In defence of DoL though, they ceertainly seem to have learnt lessons of late. There's some pretty interesting developments coming that I quite like the look of.
I'll be trying to give some more info on these as I get the chance.
