    Generator installed before council meter

Hi guys, I'd appreciate any advice with regards to having a generator installed before counsel meters. Is this legal or not and what does the registrations say? Because the meters are obviously running when the generator cicks in. This is especially a problem when the generator has to supply more then one unit like in a block of flats etc having just 1 automatic changeover over switch installed whether it is a 2000 A or 500 A change over switch to supply the building and then how would you recommend a coc to be done for something like this?

Fuel doesn't cost enough that they want to donate to the council as well?

In a block of flats or complex situation, a possible solution is to have the council meter and bill the bulk supply and the body corporate/collective to manage individual unit metering and payment collections.
