what's MIE and IE compliances do's and don'ts

Howsit guys I'm an IE and have a question to ask regarding to the definition of specialized installations according to the block diagram on page 352 of sans 10142 and the definition of a specialized installation only a MIE can sign off a medical location my question what constitutes a medical location? Can a doctors suite and private consulting room be regarded as a medical location also is a production line on a cool drink plant or any other plant regarded as a specialized installation? I would like to know what's you guys take on that

A doctors rooms are not regarded as a medical installation unless it has been set up for surgical procedures as an operating theater
The production line like the cold drink plant should not be unless any part of the installation has been zoned 0 to 2
Based on your post you as an IE can do the inspection of these installations
