So reading the first reports of the inspection of Nkandla by politicians I came to the following conclusion.

Jacob Zuma783 obviously accepts that we have an over specified constitution, in an over judged country, with under delivered services and a shoddily run civil service.
Like Nkandla there is tenderpreneuring on an unprecedented scale with all the accompanying corruption.
