    Corruption is not a 'Victimless Crime' as the money spent on the purchase of the items along with the % that is paid out as a bribe is paid by the government from the fiscus which would under usual circumstances be spent providing services and in particular uplifting the poor.

    A good example is the R250million spent on Nkandla that would have built 5000 @ R50,000 ea RDP houses that would have put a decent roof over the heads of +- 30,000 shack dwellers?
