what's the legal do's and dont's of street pole adds? Can I print my own ads and put them on the nearest street pole.

It might be different in for different municipalities. In the North West, you had to get permission (if it was a temporary ad) and there were requirements about size etc. You pay them and they issue you a sticker which indicates that the advert was "legal" (read ... paid for). They had to be removed after the specified period.

They had special poles for semi-permanent advertising, which I presume they rented out.

You need to get permission on municipal land, a pavement is regarded as municipal land.
In fact you need to get permission to place a frame on your building for advertising, because it is now intruding onto municipal land

funny how you cant put up adverts on street poles, but the municipality in Durban must have a mate in the business because now you rent a sign on a street light pole. You see private ads on permanent sign boards. Like the security company which drives around with the water department. The electricity department does have security nor do the private contractors but the water department has a vehicle with every truck and bakkie. Someone must have a mate in the security business.

Its about controlling what the poles look like. If you have to pay or get a license, then you are serious about it. As with anything, if there is no control then it just goes crazy.

In Ethekwini / Durban, not only are signs on street poles highly regulated by the bylaws, so is any sign visible from the street. One of the underlying issues these bylaws seek to address, apart from the obvious issue of proliferation and keeping things neat and tidy, is the potential for signage to distract drivers.

The "viewable from road" level might actually fall under national regulations - I know you can't put up a sign on private property next to a freeway with the intention of advertising to passers-by on the freeway without obtaining a permit from the National Roads Agency.
