Employment services bill - Hier kom groot k.......K

CAPE TOWN - The National Assembly on Tuesday passed the Employment Services Bill despite fierce criticism from opposition parties.

The Democratic Alliance (DA), Independent Democrats (ID) and Freedom Front Plus (FF+) raised objections.

The proposed law aims to boost employment with the creation of a state-run employment service to match job-seekers with work opportunities.

It will require companies to inform the Department of Labour about vacancies before posts are filled, making them liable for a R50,000 fine if they fail to do so.

Some opposition parties were highly critical of the bill during a debate in Parliament on Thursday.

DA MP Kenneth Mubu says it will not help create jobs and will put an extra burden on employers.

“The country cannot afford this bill. Instead, government must create conditions for job creation and allow the private recruitment agencies to find the right candidates to fill them.”

However, Parliament’s Portfolio Committee on Labour Chairperson Elleck Nchabeleng said the bill is a step forward.

“This bill, if signed into law, will go a long way in providing a structured approach to addressing unemployment in South Africa. It will also test the commitment of the private sector to work with government in their efforts to address unemployment.”
The bill will now go before the National Council of Provinces before President Jacob Zuma signs it into law.

This bill has many more nasty rules up its sleeve.

I think @HR needs to look into this bigtime!

If they can employ criminals in senior police and security management positions, who do you think they will deploy in your business?

Considering the systems deployed to “scan possible employees” at the moment minorities don’t find work as is. Fact is and yes it was discussed in length that if you have any type of criminal record or other dyslexia or anything like that you are already out the door.

This system takes a second look at candidates that would have been dismissed outright so some will get a second chance to proof themselves. That said if you are told by government who you can and who you can’t employ then you are no longer a business then you are employed directly by government. And also we no longer have a democracy.

Despite my utter dislike of how labour scanning works this system if employed will be worse.

Surely this will work like an employment agency where they send you candidates and then you interview and decide who to employ? Just more red tape

    Well it will create jobs.
If every post has to be 'advertised' via government, they will need to employ a whack of people.
Probably 500 000 jobs right there.

the problem is that you will probably have to declare your BEE status and you will not get to be too picky. What happens when you prefer female coloured women because they tend to work hard and be stable, now you get to choose whomever they decide is suitable irrespective of your more subtle needs.

I don't think they can force you to employ their candidate, you should still have the right to choose who is employed. Still I can see problems what if they insist you employ a white cleaner and only black cleaners apply?
It will be interesting how this plays out.

What about if they only present you with 100 of their carefully chosen candidates!
