    A contractor is free to operate on their own basis, example, they can send someone else to do the work, you will have limited control etc, etc. they would be allowed to do work for other people.

    Two points:-

    1. In the bad old days if you needed a gardener or maid you would have to apply at the labour department and they would give you a registered individual with the requisite 'Dompas' and criminal or political clearance.

    2. It seems this is just a ploy to stop businesses from employing 'Zimbo's' or 'Mozzo's' instead of locals, same old registered individuals, and they say 'Apartheid' is dead, long live discrimination long live.
