Are foreigners, from African countries but with work or termporary residence permits, eligible to register with the DoL for wireman's licence.

my sparky from zim was complaining that he was allowed to study here,but when he applied to do the trade test ,they turned him down due to his temporary work permit

Are foreigners, from African countries but with work or termporary residence permits, eligible to register with the DoL for wireman's licence.
Not sure about African countries but my UK passport has a visa which has temporary resident written on the work permit(skills quota permit) and I got mine. I didn't do a trade test here, SAQA equated my qualifications to N4 which in SA terms means you have done a your trade test (you do your trade test after N3 I think). It was a MISSSSSSSION of note. I still had to do SANS P1 and P2 (hard) and unit standards for testing and issuing a COC.
