Regarding websites, this is typically when your website links to another, and that same site links back to you. This link will take you to an explanation on Wikipedia.

Computer files cannot always be stored in one place because there may not be a block of space large enough. So, the computer stores the file in blocks across the drive. There is a table called the FAT (file allocation table) that keeps a record of which piece belongs to which file and in what sequence the blocks are linked. What sometimes happens, especially during power failures, is thatthe power is removed from the computer while it is busy updating the table. The computer keeps two copies of this table. When the computer restarts and does a disk check it may find that the two tables are not the same or that two files list a specific block as belonging to both files. If one block is specified as belonging to more than one file then the file is said to be cross linked. We generally accept that the computer is bright enoigh to fix this problem by itself but it could create havoc in certain types of files such as database tables or indexes if the RDMS doesn't keep proper track of file integrity.
