    Performance Management in Mining Industry

Can anyone provide insight into a performance management and monitoring system that will work in a mine?

Just who/what are you planning to monitor?

Overall performance used to be measured in tonnage extracted compared to target.
The tonnage came down to the drilling plan, the blasting plan and the extraction plan.
Each of those has subelements with clear deliverables too.

But that's more production management. Given your HR background, I'm not sure that's what you're looking for.

We are planning to monitor the staff working in the mine to assess if they are all performing or if some are carrying the majority of the workload of their team.

What you essentially striving at here is to implement and effecient and effective "control function," where you measure actual performance against desired performance. To do so you need to set measurable and attainable goals and objectives. Once these goals and objectives are not realised you then take corrective action of some sort.
You need to establish what the work ourtputs per day, week and month are for these staff members. Once you've done this you will have quantifiable standards to use as a bench mark measure.
This comes down to your managemnt tasks i.e planing , organising, leading and controlling.

Well said Vanash. First decide what you want to measure, then practically how you will be able to obtain that measurement, before you start looking at the systems which would need to report on those measurements.
