TNS earthing confirmation?

Can someone confirm if this is TNS earthing by looking at these pictures? (and not TN-C-S)

This is a picture from the outside mains distribution board on my street. I'm in South Africa.

Looks TNS from what I can see, does not look like the Neautral and Earth bars are joined
