    COC inspection and general control

    A client phoned me the other day; the house they stay in is a rental and is also on the market for sale. A contractor dropped three guys and a girl at the house to do the fault-finding inspection. After they left, I was contacted to close the manhole cover, clean up their mess, and fix a few plugs that were skew. None of them were electricians or electrical contractors, as far as I could find out. My question now is: "How effective was the inspection carried out?" Is it legal at all? Isn't there suppose to be general control or qualified supervision involved?
    I guess if they can do the inspection, they can do the COC and give it to somebody to sign off.
    Maybe this is the reason some of the COC's that is carried out sucks and is not close to legal, safe or neat.

    A CoC legal and safe

    Even the guys working on the overhead lines only have mustimeters (usually with a cash converter sticker on the back).

    Hardly ever seen anyone with proper test kits.

    I don't touch CoC work with a barge pole. Only sign off my own new work.
